Answer:
Hiring a publicist can always help your career but you have to take into consideration just what he would be publicizing. If you don't have any materials and haven't built a name for yourself he certainly can't do much. Besides that fact publicists are one of the most expensive services known to performers and primarily reserved for stars. So in answer to your question it would be a wise decision to be your own "publicist", get a name under your belt, and consider and then consider the publicist.
